Every new offering,
the day it files.
Market-wide: Reg CF offerings, Reg A statements and private-fund Form D notices from the last 30 days with the issuer's own numbers from the filing. A Form C is an offering opening. A Form D is a raise already live, filed within 15 days of the first sale. A Form 1-A asks the SEC for permission and is not qualified until the SEC says so.

Signals are facts read off the filing (pre-revenue, loss-making, raise relative to assets, instrument, deadline, exemption) and are not a score or a recommendation. "Reach C-U" is the share of that portal's offerings from the prior 24 months, matured at least six months, that filed a Form C-U progress update, which an issuer must file on reaching 50% and 100% of its target. It mixes two things: whether the offering got there, and whether the issuer filed. Portals differ sharply in how much they police that filing, so a low figure on a high-volume portal says as much about compliance as about funding.
